Clerical work to IT Teachers – warning letter issued to Principal by Secretary Education
A case was move in Lahore High Court against the principal of a GGHSS KASUR reagrading the clerical work assigned to her. AISHA Siddiqa put case against Principal of Girls higher secondary school Kasur that the clerical work and ZTP work not her responsibility, She also request to head teacher that , I am a Teacher and working as SST CS, so assign my task relevant to my post.
But head Teacher / Principal want to follow the Dastoor ul Amal issued by School Education Department in 2004 and still not amended. She shows that , She does not know the department policies and amendments which is too much dangerous for her. After this the Time table of Aisha siddiqa was revised in School on Order of Lahore High Court and a warning Letter issued to Principal Government Girls Higher Secondary School Kasur. Now she is teaching only the Computer Science to class 9 and class 10.
مسز عائشہ صدیقہ ایس ایس ٹی کمپیوٹر سائنس نے قابل عزت لاہور ہائی کورٹ میں پرنسپل گورنمنٹ گرلز ہائیر سیکنڈری سکول بھیدیاں کلاں ضلع قصور کے خلاف ایک رٹ پٹیشن دائر کی ۔ کہ اس سکول کی پرنسپل اس سے غیر تدریسی کام جس میں سکول ڈاک کا بنوانا، ٹائم ٹیبل میں کمپیوٹر سائنس سے ہٹ کر دوسرے مضامین دینا اور دوسرے کلیرکل کام لیتی ہے۔ جس پر جب قابل عزت لاہور ہائی کورٹ نے ضلع قصور کے چیف ایگزیکٹو آفیسر (ڈسٹرکٹ ایجوکیشن اتھارٹی ) اور ڈسٹرکٹ ایجوکیشن آفیسر (سیکنڈری ) ضلع قصور کو طلب کیا تو ان آفیسران نے عدالت میں موقف اختیار کیا کہ انھوں نے کبھی بھی کوئی ایسا آرڈر پاس نہیں کیا جس میں ایس ایس ٹی (کمپیوٹر سائنس ) یا آئی ٹی ٹیچرز سے کسی بھی قسم کا کلیرکل ورک کروانے کا کہا گیا ہو۔یا ایس ایس ٹی ( کمپیوٹڑ سائنس ) کو نہم و دہم کے کمپیوٹر کے علاوہ کوئی دوسرا مضمون پڑھانے کا کہا گیا ہو۔ اور انھوں نے موقف اختیار کیا کہ یہ پرنسپل کا ذاتی فیصلہ تھا ۔ جو کہ محکمہ کے قوانین کے برعکس تھا۔
یاد رہے ایس ایس ٹی ( کمپیوٹر سائنس ) یا آئی ٹی ٹیچر نے موقف اختیار کیا تھا کہ سکول پرنسپل محکمہ کے قوانین کے برعکس اسے کمپیوٹر اپرٹر اور کلرک کے طور پر کام کروانا اور نہم و دہم کے کمپیوٹر سائنس کے علاوہ دوسرے مضامین پڑھوانا چاہتی ہیں ۔ حالانکہ سکول ہذا میں کلرک بھی موجود ہیں ۔ لیکن یہ کلرک سکول کے کاموں کی طرف توجہ نہیں دیتے ۔ اور ہر قسم کی آنے والی آفیشل ڈاک اس کو مارک کر دی جاتی ہے۔ اور کہا جاتا ہے کہ وہ ڈسٹرکٹ آفس کو اس کا جواب دے گی۔ جس میں پیک ایگزام رجسٹریشن ،ایڈمیشن ، رول نمبر سلپ ، نگران عملہ کی ڈیوٹیاں لگانا ، کٹ لسٹ نکالنا ، ایوارڈ لسٹ بنانا ، رزلٹ اینٹری اور دوسرے سارے کام اس کے ذمہ لاگا دئے جاتے ہیں ۔
یاد رہے سیکرٹری سکول ایجوکیشن نے اس لیٹر میں لکھا کہ قصور کے چیف ایگزیکٹو آفیسر نے عائشہ صدیقہ ایس ایس ٹی ( سی ایس ) گورنمنٹ گرلز ہائیر سیکنڈری سکول بھیدیاں کلاں ضلع قصور کی خواہش کے مطابق اس کا مسئلہ حل کر دیا ہے ۔ اب متعلقہ ایس ایس ٹی مطمین ہے ۔
ایگزیکٹو ڈسٹرکٹ آفیسر قصور نے ایس ای ٹی کی جاب ڈسکرپشن کے حوالے سے محکمہ سے ہدایات لینے کے بعد مس عائشہ صدیقہ کا ٹائم ٹیبل فوری طور پر تبدیل کر دیا۔(تفصیلی فیصلہ لاہور ہائیکورٹ لاہور) اور مس عائشہ صدیقہ کو نہم و دہم کے کمپیوٹر سائنس کے مضامین پڑھانے کو دے دئیے۔
اس کے علاوہ پرنسپل گورنمنٹ گرلز ہائیرسکول بیدیاں ضلع قصور کو غیر متعلقہ ( ایس ایس ٹی کمپیوٹر سائنس کی جاب ڈسکرپشن ) ڈیوٹیاں دینے پر وارننگ لیٹر ایشو کیا ۔ اور آئندہ محتاط رہنے کی تلقین کی۔
یاد رہے ایس ایس ٹی ( کمپوٹر سائنس کی جاب ڈسکرپشن میں صرف نہم و دہم کو کمپوٹر سائنس پڑھانا شامل ہے۔ جب کہ ای ایس ٹی کمپوٹر سائنس کے لئے مڈل کلاسز کو کمپیوٹر سائنس پڑھانا لکھا ہوا ہے۔

No. IC (Lit)1-79/2016. WHEREAS, Mst. Ayesha Siddiqa filled a writ petition No. 9115/2016 in the Honorable Lahore High Court Lahore with the prayer for issuance of direction to respondent No.1 for decision of her application regarding Job description of IT Teachers because Principal, GGHSS Bhedian Kalan , District Kasur has assigned her clerical duty instead of teaching Computer Science to the students of which against her Job description.
2. WHEREAS, THE HONOURABLE Court dispose off the aforementioned writ petition vide order dated 22.03.2021 with the direction of secretary school Education (Respondent No. 1) as under.
“It is accordingly directed that respondent No.1 with decide the aforesaid application of the petitioner strictly is according with law expeditiously preferably within a period of 30 days from the data of receipt of certified copy of this order”
3. AND WHEREAS, in compliance of aforementioned courts order, the petitioner was afforded an opportunity of personal hearing and hear at length. A report was sought from EDO (EDU) KASUR. The available record was perused and following facts revealed.
i. The Petitioner was appointed as SSE (Computer Science) at GGHS Hallah vide order dated 05.10.2012 and presently working as SST (CS) at GGHSS Bhedian Kalan Tehsil & District KASUR.
ii. The petitioner during personal hearing submitted that she is working as Computer Operator / Clerk instead of teaching Computer Science to the Students as per her job description. Two clerk stand posted in the school but they don’t give attention to their job; therefore, all the official DAK is marked to her for submission of reply to district Offices, in addition, She is performing duties i.e. PEC Exams registration, admission , Roll Number Slips, maintenance of invigilator duty, issuance of cut list , award lists , submission of daily online attendance of duty staff, result entry, registration of 9th & 11th students and admission of 9th,10th,11th and 12th students.
iii. The order book of Govt. Girls Higher Secondary School Bhedian Kallan confirmed the submissions of the Petitioner by the Principal of the School for accomplishment of above mentioned duties; and
iv. EDO (Edu) KASUR vide memo No. 3283/Litigation dated 28.04.2016 has submitted that neither his office not DEO (SE ) KASUR has directed the Heads of Schools to engage the IT Teachers in assignments other than teaching of Computer Science to the students. The Time Table of Mst. Ayesha Siddiqa IT Teacher, Government Girls Higher Secondary School Bhedian Kalan District KASUR has been changed and now she is teaching Computer Science as per her job description. Moreover, the Principal Govt. Girls Higher Secondary School Bhedian Kallan District KASUR has been warned to be careful in future vide EDO (EDU) KASUR office letter No. 3249/Admn-I dated 27.04.2016.
4. AND WHEREAS, it reveals from perusal of the record that contention of the petitioner regarding allocation of different assignments by the Principal of the School, irrelevant to her job, stand proved. In this regard, EDO (EDU) KASUR intervened in the issue date due to which Time Table has been issued to the petitioner as per her Job description. Further, warning letter has been issued to the principal of the School to be careful in future. Thus, the grievance of the petitioner stand redressed.
5. Now THEREFORE, I, Secretary School Education , keeping in view the above facts, hereby dispose off the representation of the petitioner, as the grievance already stand redressed by EDO(EDU) KASUR.
